Founder-Secretary and Senior Fellow of the Institution with more than 27 years of research experience. He has worked extensively on public finance, decentralization and governance.
Has vast experience in designing and developing research framework and instruments for both qualitative and quantitative studies. Has vast experience in planning, co-ordinating and executing large scale household and institutional surveys such as the various rounds of DLHS-RCH across all districts of Kerala and Lakshadweep, two rounds of Global Adult Tobacco Survey (GATS) and one round of Global Youth Tobacco Survey in southern states, India Human Development Survey in Kerala, Census Survey of households as part of Climate Change Adaptation project of NISCAIR in Kavaratti Island of Lakshadweep, Baseline and Endline Surveys of Kerala Local Government Service Delivery Project (KLGSDP), Sustainability Evaluation Surveys of Jalanidhi, Baseline and Citizen Surveys of Service Delivery Project under Modernising Government Programmes, Census of Coir Workers, Census Survey of households as part of DPR preparation of Integrated Watershed Management Programme, etc.
He has also experience in data entry and statistical analysis software such as CS-Pro and SPSS.
Other major projects at CSES include the Study on the Allocation, Release and Utilization of Funds under Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan and Samagra Shiksha in Kerala done for Kerala State Planning Board, Government of Kerala; Assessment of Urban Housing Scenario in Kerala: With focus on Households without Formal Land Rights, commissioned by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Germany; Study on the Utilization of Plan Funds for Children by the Local Governments in Kerala, funded by Kerala State Commission for Protection of Child Rights; Child Budget Analysis of Local Governments, UNICEF Chennai; and How the Poor Manage their Finances: A Study of the Portfolio Choices of Poor Households in Ernakulam District, Kerala, Development Research Group’s Project, Reserve Bank of India.
He is currently a Syndicate Member, at the Cochin University of Science and Technology and was formerly Member of the Expert Committee on Resources and Plan Implementation constituted by the Kerala State Planning Board
Holds a Master’s Degree in Business Administration and a B.Tech in Computer Science.
