Shri Krishnakumar K. K. was the Founding Secretary and Senior Fellow of the Centre for Socio-Economic & Environmental Studies (CSES). More than an accomplished social researcher, he was an institution builder, a passionate believer in grassroots development and a tireless advocate of community-led change. He dedicated his life to ensuring that research did not merely explain society, but contributed to its transformation by strengthening communities, informing public policy and empowering local institutions.
A graduate in Computer Science and Engineering from the Government Engineering College, Thrissur, and an MBA from the School of Management Studies, Cochin University of Science and Technology (CUSAT), Krishnakumar chose a path of institution building and public service over conventional career opportunities. As the Founding Secretary of CSES, he played a pivotal role in building the institution into a respected centre for socio-economic and environmental research. His exceptional organisational ability and commitment to excellence enabled CSES to successfully execute numerous national and international research projects and large-scale household surveys across Kerala, Lakshadweep and other parts of India.
Krishnakumar’s research interests centred on decentralised governance, fiscal decentralisation, public finance and public service delivery. Working closely with Prof. (Dr.) K. K. George, he contributed significantly to studies on Centre-State fiscal relations, Finance Commissions and Kerala’s development. His work also extended to local governance, education, health and administrative reforms, always guided by his conviction that sound public policy must ultimately improve people’s lives.
He served as Syndicate Member of the Cochin University of Science and Technology and as a Member of the Expert Committee on Resources and Plan Implementation constituted by the Kerala State Planning Board. Throughout his career, he worked closely with Local Self-Governments, academic institutions and development organisations, translating research into practical solutions that strengthened governance and empowered communities.
Krishnakumar will be remembered not only for the institution he helped build and the research he led, but also for his integrity, humility and unwavering commitment to public service. His vision of evidence-based, people-centred development continues to inspire the work of CSES and remains an enduring part of its legacy.
