The study is being conducted for the Department of Social Justice, Government of Kerala. The objectives of the study include assessing the performance of various programmes/schemes of different departments for the benefit of persons with disabilities; to identify schemes/programmes which have overlapping objectives and functions; to review implementation of the Rights of Persons with Disabilities Act with a view to identify the rights which are yet to be realised; to examine allocation and utilisation of plan funds of the state and local governments earmarked for Persons with Disabilities.
